Yes. "close one eye"
Stores can import Nestle coffee from Russia as long as it bypassed (or avoided) the Banking and financial institutions system. Its Ok if the owners paying for it .
Notice, it's not so straight forward written sanctions. Thus, it allows financing of Russian goods, transhipment etc from other sources rather than those stipulated - A loophole for privately funded to contravene the imposed sanction and not penalized.
