Singapore Traders reap big profits mixing cheap Russian oil : Consumers Lost

Tank space in the city-state is being snapped up due to a rise in interest and profits from mixing cheap fuel supplies from Russia with shipments from other sources, according to an executive from a tank operator and a consultant who advises traders on the matter. This process can help to obscure the cargoes’ origins, they said.

Singapore has not banned the import of Russian oil or petroleum products, although financial institutions based in the country are prohibited from financing or dealing with Russian goods and companies. Singapore government agencies referred to past statements on the ban and price cap policy, without additional comments."

"Oil storage firms and traders operating in the Singapore Strait are reporting a rise in fuel suppliers blending and re-exporting Russian fuel, despite the European Union (EU) and Group of Seven nations’ designation of sanctions on fuel to economically pressure Moscow into ceasing its military aggression against Ukraine. Current sanctions include a ban on the use of Western-supplied maritime insurance, finance, and brokering for Russian crude oil priced above the cap at $60 per barrel. The reported rise in the re-export of oil with concealed origins was signaled by an increased demand for oil storage within Singapore, with the cost of a six-month lease for Singapore fuel oil or crude oil storage rising by as much as 17 to 20 percent over the previous year.

 Ship-tracking data from Vortexa showed that Singaporean oil-receiving terminals took in over double the volume of Russian naphtha—a light crude oil used to break down heavier crude oils—and fuel oil in December 2022 than they did in December 2021."

SG sanctions on Russia is like " close one eye " Partly I go value shop happen to buy Nestle coffee epic from Russia. If SG sanction Russia means those business owners cannot import any Goods made , manufacture from Russia liao.

Yes. "close one eye"
Stores can import Nestle coffee from Russia as long as it bypassed (or avoided) the Banking and financial institutions system. Its Ok if the owners paying for it .

Notice, it's not so straight forward written sanctions. Thus, it allows financing of Russian goods, transhipment etc from other sources rather than those stipulated - A loophole for privately funded to  contravene the imposed sanction and not penalized.
