If a company's owner draws his personal Banks OD to allow his company to buy cheap Russian oil is not contravening Govts sanctions becoz.

1. An individual utilising Bank's OD lines
2. The company didn't used any banks facilities
3. Purchased @ 25% discount advantage - sure profit
4. Sold oil to customer eg Australia @ market px
5. Putin uses money to pay N Korean Kim
6. Everything done overboard

So, question 22, what's the purpose of Govt imposing sanction?

Businessmen is businessmen.  They will find ways to do business and make money as long as it is legal.  Just like casino on cruise ship,  they r not breaking law by having the operations done in international waters. Oil laundry at International water is not a crime.

Trading Economics:  In China, employed persons refer to who performed some work for one hour during the reference period.

Singapore traders selling mixed cheap Russian crude oil internationally is in violation of international Law and Rule of Law as it's  classified as " accomplice " to contravene trade sanctions.

Unaware of the consequences, those end users were indirectly financing Russian oil trades.

Similar law applies as follows..

"Six people will be charged on Monday (Nov 4) with giving a criminal syndicate access to their bank accounts, which were then used to move almost S$8 million (US$6 million).

The three men and three women, aged between 20 and 35, were arrested in June 2023. They are suspected to have been involved in a spate of banking-related malware incidents."
