Is taking pictures an offence?
Taking pictures of others is rude but not against the law.

I thought taking pictures outside in the public beach is not against the law. Why need to apologise???

The tourism board should introduce street samba dancing events like Japan.
That will allow many to take much higher quality photos. Laughing
It can also attract many tourists from the region too. 

Nothing wrong taking videos and photos in a public place and even in a commercial or public building, unless there is clear signage saying it is prohibited by law

And as it is, no such law exísts in Sg and the rest of the world, only for defence installations, for heavy security reasons.

What this means is that you cannot be prosecuted in a court of law for using your digital device to record, take photos and videos, etc

There are other laws in place to stop the sharing, voyeurism, court admissibility and distribution of such though
