Cutting water is unlikely as human survival requires it, but reducing petrol n diesel supply will definitely be needed to reduce civilian vehicular movement.
Also the cutting off of the internet and jamming mobile communication channels too, including using directed energy weapons to take out the Starlink satellites.

With Kiev under a lockdown, Russia can then concentrate on capturing the eastern and southern regions where there are higher Russian-speaking populations.
The Chenchen fighters should be for these areas rather than fighting in the urban Kiev where there are no real military goals since Zelensky has already ran away.
