Must ask your friend his name in Chinese, his Heng could be different surname in Chinese writing, 邢 Heng is definitely Hainanese surname.

I thought Tan belongs to both Hokkien and Teochew while Chan belongs to Cantonese? And in writing they are the same in Chinese 陈.

陈 is across all dialects, not specific to a particular one. The spellings vary depending on different dialects. It is one of the most popular Chinese family name. Some of them changed their family names from Tan/Chan to Hong/Ang 洪，that is why you see so many Angs in Spore.
