Lee can be any dialect groups, Tan or Chan also

I got one friend heng but is not hainanese.

FOO is mostly which is correct.

Must ask your friend his name in Chinese, his Heng could be different surname in Chinese writing, 邢 Heng is definitely Hainanese surname.

I thought Tan belongs to both Hokkien and Teochew while Chan belongs to Cantonese? And in writing they are the same in Chinese 陈.

陈 is across all dialects, not specific to a particular one. The spellings vary depending on different dialects. It is one of the most popular Chinese family name. Some of them changed their family names from Tan/Chan to Hong/Ang 洪,that is why you see so many Angs in Spore.
