Vietnam is considering only lah and it plans to engage Japanese company. The 30km MRT line 1 in Ho Chi Minh City constructed by Japanese has been delayed and delayed, after 10 years still not yet fully completed let alone 1545 km HSR, which may take 50-60 years to complete.

$58.7 billion is not enough as Vietnam’s rail network is not electrified. The HSR from Jakarta to Bandung (142 km) cost US$ 7.9 billion, so Vietnam 1545 km HSR would cost at least 80 billion, likely 100 billion.

Logically the Malaysians will want the future HSR line to connect to JB and Senai Airport.
I would think it is Spore side that fear Senai from competing with Changi and thus proposed the Forest City route that bypasses JB.

As for Spore side, I also think there is no need for a HSR.
What we need will be a highspeed subway (JB-SG/JE) like the 160km/h line in Guangzhou. Best is for such a highspeed subway to be "Pan Island" too, to connect the western side (JE, Bouna Vista) to the east (PL, Bedok) via CBD and terminating at Changi Airport.

Southern Thailand is too sparsely populated. So I wouldn't be surprised that even 2087 will not see such a line built.
And for sure most of the us here will not get to see it in our lifetime.

Why Java island can build a 350km/h line - I just found out yesterday that it is one of the most populated island in the world with a population of 149mln!!!
