I think Paraguay will ask to have diplomatic ties without any request for funding from China. Because previously Paraguay did want to join China during Ma IngJuo President time but China did not want to.
While for now President Tsai will likely to fund the request to have Paraguay to stay alliance, because in the past 6 years Taiwan has already losses 6 alliances. So DPP administration cannot afford to lose another alliance, especially when this year is election year. And with many recent conspiracies keep surfacing, DPP is not in a good position that may result them to lose more seats in the year end elections.
So DPP administration will likely to fund the request from Paraguay, and this will trigger the rest of the alliance developing countries to ask for the same thing. Which is why I kept saying DPP is not a good administrator, but more about self-rich their party members.
Paraguay Is the only South American nation Taiwan has diplomatic relationship and it is the largest among all 14 nations that recognise Taiwan.
