I think it is impossible as northern hemisphere is entering winter.
Moreover China gov is still looking at when to have another round of Covid booster. Such an exercise will take 6 months for the entire population (shorter duration if they go for nasal vaccines).

Thus I believe the "reopening" should be for foreign students studying in Chinese Uni.
