The service provider will still know who you are and when you log in.
Long ago you could trace up to the location where the person log in or post from there. Long ago had traced a person's posting up to the University in UK. Another was illegal deduction linking to US website.
Over the years, the providers make it difficult for normal users to trace.

No.
You are likely given dynamic IP address.

I think the IP address will still be the same even if you use a different pc or move to a different area as long as you are logged to the same wifi where you contracted with. IP address will only be different if you logged into another telco's wifi ...

Can change at different times, depends on service providers.

use VPN, no one know your IP address.

Some use anonymous websites. Log in to that website and that provider access, post and extract details for you. Single, one off, posting is harder to trace.

I believe the the ISP will assign an IP address to the internet modem (the device that is connected to the optical fibre).
One can check this IP, that is logged by websites and perhaps police, using checker websites like this one:
https://whatismyipaddress.com/
This IP should be fixed only for days or weeks, but I guess the ISP will not want the home subscriber to run fixed-IP (web) servers on it, so they will change the IP once in a while.
The IP seen on the PC/notebook will be the internal IP assigned by either the modem (modems nowadays should have more than 1 intranet RJ45 ports) or wifi router via DHCP. The IP addressed assigned should normally be in the 192.168.1.xxx range:

What is DHCP? How does it work?

IP is IP.
M1, singtel and starhub are Internet Service Provider (ISP)
take note: ISP, not IP.

IP address stands for “Internet Protocol address.”
IPV4 : Internet Protocol version 4
Internet Protocol version 4 (IPv4) is the fourth version of the standard that routes Internet traffic and other packet-switched networks introduced in 1982 by the Internet Engineering Task Force (IETF). IPv4 is the most widely used version of the protocol despite the limitations of its 32-bit address space.
IPV6 : IPv6 addresses consist of 128 bits, instead of 32 bits, and include a scope field that identifies the type of application suitable for the address. IPv6 does not support broadcast addresses, but instead uses multicast addresses for broadcast. In addition, IPv6 defines a new type of address called anycast.
Internet Protocol version 6 is the most recent version of the Internet Protocol, the communications protocol that provides an identification and location system for computers on networks and routes traffic across the Internet.

If you send your PC for repair and they change the motherboard, there's a chance your IP address will change. But, this isn't a guarantee, as it depends on how the repair was done and how your network is set up.
So, what does this mean for you and your PC's IP address? Well, if you're worried about your IP address changing, you can always use a static IP instead of a dynamic one. And, if you're worried about tracking, you might want to consider using proxies for price tracking instead of relying on your PC's IP address. That way, you can keep your location and identity private while you monitor prices online.

Always listen to the beep sound of your computer.

Now computer parts are having Great lelong sale. So easy and cheap now to change a motherboard.
You must know the issue before sending it for repair. If not, it is quite easy to smoke by computer repair technician.
TCP/IP is just a protocol for digital communication . No need to know this lah. 讲了你也不明白!
