The next Nuclear power plant must be built underground within inland surrounded by concrete wall all round. just bury the plant if there is a meltdown so that contamination is controlled inland. sea water can be piped 20km from sea if using sea water for cooling. WTF of saving a few km of pipeline for f. impo.

Problem isn't about nuclear power by fission means, but how the cooling system is designed.
Fukushima is using 1960s technology based on GE boiling water reactors (BWR) - and yes need water to constantly cool the core.
Hence the Jap build their nuke plants near any major water source, in this case the sea.
