If the balloon is sky blue in colour, the US will not know it. That guy who spotted it will not be able to see it. It will not appear in the radar system.

It is the payload that they want to retrieve. Not the balloon.
It is a huge balloon that can fly up to 60000 ft. So firing bullet cannot bring it down immediately.
