Their citizens are very contented with their Govt becos they don’t collect million dollar pay. They cares for their people as top priority. Unlike here where Govt behaves like Inc.

Low risk zone doesn't mean that there will be no quakes.
China Guangdong Foshan lies even further from the "ring of fire" and is located in a quake risk zone even lower than Spore,
but it had a 3.2 quake (8km depth) just 3 days ago.
So Spore could see a 4-5 level quake since it is very near to Sumatra.

Foshan lies in a light green (safer) zone while Spore lies in a darker green zone:
