No, this is not an Army Daze joke describing funny times as a Recruit.
He was cracking a joke on how a couple of wild dogs he picked up off the streets reminded him of the PLA. Also for contextual purposes, the way he introduced this "story" about his wild dogs looking for squirrels is a scene from a popular classic movie and an allusion to the PVA who suffered massive casualties during the Korean war with US.
Do also take note that many Chinese citizens are highly dissatisfied with the authorities only finning a big public listed firm such paltry amounts and are demanding for more penal actions against the perpetrators.
