Even if it is really a spy base in Cuba, the military significance isn't great as Cuba is more than 200km from the southern tip of Florida.
And electronic surveillance from a point is not as useful as a moving electronic spy plane that can perform triangulation of the RF emitting sources.

China should mirror US actions by deploying their spy planes in Cuba and flying them up and down the eastern US coastline at a distance similar to US spy planes.
In a Feb spying mission, the US naval P8A spy plane flew less than 50km from the Xiamen region coastline!
