I don't think the canal has fishes. So these fishes would not be eaten by bigger fishes, or be able to find smaller ones to eat.
Give it two or three days, and they would all have died. Maybe dead in even one day! The water is not suitable for these fishes. Their dead bodies will contaminate the water further.
But it is only a small number of fishes, so the impact is negligible. But if we encourage this, and more and more people do that, the impact will be big, when the canal(s) are choked with dead fishes.

It's not showing mercy and compassion to release them into waters that would kill them.....that's killing in another way. This chap might want to practise Buddhism, but out of sheer ignorance, he did it the wrong way, and accumulated bad Karma for himself. In a future lifetime, he would be reborn as a fish, maybe a Tilapia or Angoli, and someone would release him into a canal and let him have a taste of his own medicine.

This canal leads to the sea. Just next to the Pandan reservoir. Used to jog along the canal and one round the reservoir and back.

barramundi and tilapia, live in both sea and fresh water.
Once I bought a few tilapia from a wet market and found them still alive when brought home, so I put them in a 5ft fish tank with fresh water. Surprisingly they survived and lived well. Later moved them to pond and lived there for years.

Convey to the man to release insects sold in small neighbourhood aquarium shops to nearby forested areas or parks. Less dangerous for him to wade into the canal with heavy load of live fish.
