Prices in Tibet are high because of transportation costs. Tibet imports a lot of stuff from the rest of China and it is not easy to transport stuff to Tibet. I guess the HSR might help to mitigate that.

I went to Tibet many years ago and find that the food price is the same or even higher than that of Singapore.

Probably true for the major cities, as well as tourist area and remote regions like Tibet where transportation cost is high.
But rest should be quite affordable. 

Eg this retirement village in Shandong offers very cheap senior flats (S$55K for a 80sqm unit). And it comes with a centralised kitchen that offers cheap RMB10 meals.
