The only way to be illegal debt collector is to wear a face mask and cap, do not tap on any machine that reveals your identity to and from place of harassment as you can be easily traced. Carry a backpack for your chains and locks.
Best is to jog to and away from place of harassment

The loanshark so nice to help the owner secure his HDB knowingly that HDB cannot be liquidated for debts (unless you borrow from banks to which they will force you to sell).??
