What I discussed with Prime Minister Lawrence Wong, is to introduce a volunteer scheme, paid by the Singapore government, to go to urban poor areas, rural areas, and the interior of Sabah and Sarawak to teach English.”

so Malaysia wants Singapore to provide money and employ teachers to teach English in Malaysia ?

why should Singapore spend money to teach English to Malaysians ?

No money. The kitty is empty. No budget for the education ministry. If Msia has lots of money, they can even afford to hire native speakers from the UK. Why ask for Singaporean teachers who teach Singlish?

Asking Singapore for an outright donation is very malu. It's not forgotten how they kicked us out. Asking us to send "volunteers" to teach the kampung peepur in East Malaysia saves some face lorh.

I assume that what Anwar clarified is true. In the press conference he did not mention East Malaysia blah blah blah wor...

The petty quarrels were never between Malaysia and Singapore. Singapore bashing had always been used to distract the rakyat, who seemed so gullible, from the real issues which Malaysia had been/is facing.

When you have a coalition government, they spend 50% of the taim fixings one another.

The other 50%, they think of ways to oppose proposed policies which don't enrich them.

This is the kind of government you and the 39% want for Singapore right. Rolleyes

Human Capital Partnership Arrangement Between Singapore Ministry of Education and Indonesia Ministry of Education, Culture, Research and Technology
Published Date: 25 January 2022 06:00 PM

1. In conjunction with the Singapore-Indonesia Leaders' Retreat, the Singapore Ministry of Education (MOE) and Indonesia's Ministry of Education, Culture, Research and Technology (MOECRT) have signed a Human Capital Partnership Arrangement (HCPA) on 24 January 2022. The HCPA reflects the shared commitment of both countries to deepen educational cooperation and build further linkages between our education fraternities and students.

The HCPA will also expand opportunities for Singaporean and Indonesian students to participate in overseas exchanges and internships, so as to deepen their understanding of each other's countries and prepare them to better engage with the region.

2. The HCPA features the following new areas of cooperation:

Training school leaders, teachers and teacher trainers to support capability development within the Indonesian school system;
Training educators to support capability development within Indonesia's Technical and Vocational Education and Training (TVET) and university systems;

Establishing a RISING (Republic of Indonesia – Singapore) University Network comprising universities from both countries to discuss and strengthen collaborations in higher education;
Establishing a reciprocal Youth Mobility Agreement (YMA), which will allow university students to take up longer internships of up to six months in Indonesia and vice versa;

and

Creating new opportunities for TVET student exchanges to promote mutual learning and cultural understanding.

Training for School Leaders and Teachers

3. Both countries will cooperate in the training of teachers and school leaders to support capability development in the Indonesian school system. This collaboration will strengthen ties between our education fraternities and build meaningful partnerships across schools of both countries.

The National Institute of Education-International (NIEI) conducted a series of consultancy workshops on school leadership and teacher professional education for about 60 Indonesian teacher trainers in August/September 2020.

Over the next few years, up to 500 Indonesian school leaders will attend training workshops by NIEI and be attached to Singapore schools. The short-term school attachment will allow our educators to exchange insights and build networks.
The first run of the programme took place virtually in October 2021. Subsequent runs may be held in-person when travel can safely and practicably resume.
NIEI is also in discussion with teacher training colleges in Indonesia to explore collaborations in teacher training.
Training Educators within TVET and University systems
4. Both countries will cooperate in train-the-trainer programmes for Indonesian TVET educators and university administrators. The training programmes may cover a range of domain areas, such as engineering, digital technology, food/agriculture, tourism as well as pedagogy and management of higher education institutions.

5. MOE and MOECRT have agreed in principle to establish the RISING University Network to facilitate potential cooperation between participating universities. Areas of potential collaboration include student and staff exchanges, postgraduate and executive education programmes, as well as research collaborations between Singaporean and Indonesian universities. MOE and MOECRT are working together to develop the details of the Network.

Cross-Border Student Mobility

6. To create more opportunities for students from Singaporean and Indonesian universities to take up cross-border internships, MOE and MOECRT will be establishing a bilateral reciprocal Youth Mobility Agreement (YMA) to facilitate internship exchanges between Indonesia and Singapore for up to six months. MOE and MOECRT are working towards the signing of the Technical Arrangement for the YMA.

7. Upon its launch, the YMA will enable students from eligible universities in Singapore and Indonesia to embark on internships with companies in the two countries, for a period of up to six months. This will allow our Singaporean and Indonesian youth to gain work experience in another country and deepen their appreciation of the host country's economy and culture.

Technical and Vocational Education and Training (TVET) Student Exchanges

8. The polytechnics and the Institute of Technical Education (ITE) are in discussion with MOECRT on possible reciprocal student exchanges, industry project attachments and short immersion programmes for Singaporean and Indonesian TVET students. These initiatives may be launched in future under the HCPA.
