maybe can revalidate above 69 licence every 18 months instead of 3 years
and speed limiter to 60km/h.
Should apply same speed limiter to new drivers under probations and those who have suspension just lifted for a year.

cannot be too focus on elderly when there are quite number of younger reckless drivers around.

As long as medically fit
My brother who is 80 years old still can read newspaper without wearing glasses 
Still can do farm work
Should case by case basis
