It could pass to other wide animal, there are also many incidents of it infecting animals farms in the past.
China does not develop bio weapon because they as victim of biological weapons in WW2, firmly against developing or posses it.
Furthermore the mentioned lab has foreign partners and staff working in it, making the stories silly.
