when policemen are outnumbered, in this case, 2 policemen and 3 suspects, the suspects hands should be temporarily tied with cable ties.
this is a precaution to prevent sudden struggle or attack.

When the criminals outnumbered the police, reinforcement should be call in before tackling them. Tell the criminals to kneel down with hands over their head and keep a distance till reinforcement arrived. Don't try to handcuff them when outnumbered to avoid sudden attacks.
The policemen seems not alert and unable to handle one to one combat. I think they should go China for training by the PLA.

I think the SPF and court should dish out maximum sentence of 7 years for the assault else every Tom Dick and Harry will walk all over the authorities. For any chargers related to drug consumption, it should be carried out after and not concurrently. Too many drug users in Sg and it also means either narcotics not doing their job or having a tougher job keeping Sg clean...
