I think if people can have a choice, it would be LW or OYK out of the whole rotten lot. Unfortunately that would not be the case because the final choice is in the hands of that king's maker or Party Secretary. So the chosen one must have the following characteristics....
1. loyalty to the king maker must exceeded the standard of a dog.
2. can be used like a puppet.
3. not necessarily the best or intelligent of the whole rotten lot.
