France’s Macron urges green light for Ukraine to strike targets inside Russia with Western weapons. France, on June 19, 2023.

French President Emmanuel Macron has called for Western countries to let Ukraine strike military bases inside Russia with sophisticated long-range weapons they are providing to Kyiv.

French most recent sign a potentially significant policy shift that could help change complexion of the war. France’s president has joined the head of NATO in pushing for a policy shift to change the complexion of the war in Ukraine — allowing Kyiv to strike military bases inside Russia with sophisticated long-range weapons provided by Western partners.

The question of whether to allow Ukraine to hit targets on Russian soil with Western-supplied weaponry has been a delicate issue since Moscow launched its full-scale invasion on Feb. 24, 2022.

Western leaders have mostly shrunk from taking the step because it runs the risk of provoking Russian President Vladimir Putin, who has repeatedly warned West’s direct involvement could put the world on a path to nuclear conflict.

But the war has been going Russia’s way recently as Kremlin’s forces have exploited Ukrainian shortages in troops and ammunition after a lengthy delay in U.S. military aid, and Western Europe’s inadequate military production slowed crucial deliveries to the battlefield.

“If we tell (the Ukrainians) you do not have the right to reach the point from which missiles are fired, we in fact telling them, we are delivering weapons to you, but you cannot defend yourself,” Macron said on an official visit to Germany.

His remarks came a day after NATO Secretary-General Jens Stoltenberg urged the alliance’s members to lift some of the restrictions on Ukraine’s use of Western weapons.

“The right to self-defense includes hitting legitimate targets outside Ukraine,” Stoltenberg said @NATO meeting in Sofia, Bulgaria. Already, at the start of May, Moscow interpreted as a threat U.K. Foreign Secretary David Cameron’s comment that Ukraine could use British long-range weapons, such as the Storm Shadow cruise missile, to hit back at Russia.

N.Korea Helping Russia Carry Out ‘Mass Murder’ of Civilians: Kyiv. The United States and its allies have accused North Korea of providing ammunition and missiles to help Russia's war.

A senior Ukrainian presidential aide on Wednesday said North Korea was helping Russia kill Ukrainian civilians and called for greater international isolation of both countries.

Russian President Vladimir Putin and North Korean leader Kim Jong Un on Wednesday signed a comprehensive strategic partnership, deepening military and political ties that have flourished since Russia invaded Ukraine.

“There is no doubt that North Korea is actively cooperating with Russia in the military sphere today and deliberately provides resources for the mass murder of Ukrainians,” the aide, Mykhailo Podolyak told AFP.

The United States and its allies have accused North Korea of providing ammunition and missiles to help Russia's war and Ukraine has reported finding fragments of North Korean munitions on the battlefield.

Deliveries of North Korean artillery shells to Russia were helping its forces maintain a “high intensity” of attacks, Podolyak said.

“This has an impact on the course of events in the war as a whole and significantly increases the number of civilian casualties.”

The aide blasted the “absolute incapacity” of international sanctions on  Russia & N.Korea.
“It is obvious that the restrictive measures imposed on Russia and North Korea are not enough. We need a more rigorous approach to real isolation,” he said.

During a state visit to Pyongyang, Putin called for a review of sanctions on North Korea and said the two countries were together fighting “US hegemony.”

According to reports, Ukraine will soon receive additional MIM-104 Patriot anti-aircraft batteries from U.S. military.

Critical U.S. and NATO, Ukraine's defenses have held, but sustained aid is essential. U.S. expected to send more MIM-104 Patriot systems, crucial for intercepting Russian attacks. Germany has also provided interceptors. Despite ongoing challenges, Ukrainian forces have adapted swiftly, mastering new weapon systems under dire conditions to protect civilians and maintain essential services.

Through ballistic and cruise missiles and suicide drones, the Russian military is looking to sap Ukrainian morale while also taking out critical infrastructure and facilities. On the other side, the Ukrainian military uses a combination of cutting-edge Western and older Soviet air defense weapon systems to fend off the rain of death.

Have performed well in the conflict so far. To be sure, Russian munitions of all types continue to pass through Kyiv's anti-air umbrella, but that is to be expected. The large-scale Russian invasion of Ukraine ushered a new era for Ukrainian military and forced an abrupt change. Over the span of a few months, Ukrainian forces had to learn how to operate dozens of new weapon

Ukraine War in Ukraine Kyiv HIMARS and f-16 and it NATO Reznikov Ukraine War Casualties. US is still applying range limitation to use its weapons by Ukrainian Armed Forces, Washington Post report 2 anonymous Ukrainian officials. Given the restrictions, Russia would continue to benefit from a safe space created for their aircraft to continue their bombing more now on Ukraine.

According to Washington Post’s sources, US has imposed a 100-kilometer (62-mile) cross border limit on use of US weapons. Asked to comment on the claims, US officials suggested that inaccurate, without indicating whether they have imposed distance-based limitations on Kyiv’s freedom to attack targets in Russia.

On May 30 President Joe Biden approved OKAY of US weapons to hit Russian forces that threatening Kharkiv. This seemed to trigger other Western capitals to give Kyiv the go ahead to hit targets in Russia, statements coming out of both White House & Pentagon, since then, are opaque at best and often contradict each other.

On June 17, US National Security Advisor Jake Sullivan told PBS. Ukraine can use US weapons to fire@Russian military installations not only near border of Kharkiv, but also into any border regions, there is a direct threat. He said: “This is not about geography. It’s about common sense. If Russia plans attack Ukraine from its territory, it makes sense to allow Ukraine to retaliate against forces that attack from abroad.” US officials confirmed this to Politico on June 20.

But categorized it as “clarification,” not a substantive change of US policy. There was still, however, no clear definition of what “border region” means but same officials reiterated US policy prohibiting Ukraine from launching long-range strikes inside Russian territory.

In response to this latest “revelationUS limits. A Pentagon spokesman Major said: “US has agreed to allow Ukraine to fire US-provided weapons into Russia across where Russian forces are coming to attempt to take Ukrainian territory. It’s not about geography or a certain radius. If Russia attacks or is about to attack Ukraine from its territory, Ukraine has the right to retaliate from its territory.”

He added Ukraine was also allowed to use US-supplied air defense systems to strike Russian aircraft if they “intend to open fire into Ukrainian airspace.” Relax lehh, the previous prohibition on cross border fire counter-battery fire or attacks on Moscow’s ground troops formed or an assault as Western supplied artillery outranges those held by Russia.

Current threat faced by Ukraine’s military, civilian & locations in its own border are from aerial delivered guided bombs “glide bombs.” are launched from around 60-70 k/m (40 miles) that allowing them to operate totally from within Russian air space & deploy from airfields well beyond any 100-kilometer restriction.

If there is a range-dependent limitation, such as Washington Post article suggests, it does in effect confirm to Russia is happy that it can still launch attacks from a “safe space.” If US Joe word lord over it, could categorically come out and say that there's no such prohibition, then it would considerably complicate Russia’s strategic plans as they would be exposed to long-range threats from HIMARS (480 kilometers /300 miles) or ATACMS (190 kilometers / 300 miles).

Biden admin moves toward allowing American military contractors to deploy to Ukraine.

CNN - The Biden administration is moving toward lifting a de facto ban on American military contractors deploying to Ukraine, four US officials familiar with the matter told CNN, to help the country’s military maintain and repair US-provided weapons systems.

The change would mark another significant shift in the Biden administration’s Ukraine policy, as the US looks for ways to give Ukraine’s military an upper hand against Russia. The policy is still being worked on by administration officials and has not received final sign-off yet from President Joe Biden, officials said.

“We have not made any decisions and any discussion of this is premature,” said one administration official. “The president is absolutely firm that he will not be sending US troops to Ukraine.”

Once approved, the change would likely be enacted this year, officials said, and would allow Pentagon to provide contracts to American companies for work inside Ukraine for the first time since Russia invaded in 2022. Officials said they hope it will speed up the maintenance and repairs of weapons systems being used by the Ukrainian military.

Over the last two years, Biden has insisted that all Americans, and particularly US troops, stay far away from the Ukrainian frontlines. The White House has been determined to limit both the danger to Americans and the perception, particularly by Russia, that the US military is engaged in combat there. The State Dept has explicitly warned Americans against traveling to Ukraine since 2022.

Allowing experienced, US govt-funded American contractors to maintain a presence in Ukraine means they will be able to help fix damaged, high-value equipment much faster, officials said. One advanced system that officials say will likely require regular maintenance is the F-16 fighter jet, which Ukraine is set to receive later this year.

Companies bidding for contracts would required to develop robust risk mitigation plans to mitigate threats to their employees, an official said.

In drones launched, Russia also launched one Kh-47 Kinzhal ballistic missile, 4 cruise missiles, and 1 guided Kh-59 missile, Throughout the night, the Air Force warned of nationwide missile threats. Sounds of explosions were heard in the city of Kyiv, as well as in Khmelnytskyi Oblast, Suspilne reported around 3:30 a.m. local time - although the explosions did not amount to any reported damage or casualties.

Drone attacks are a daily occurrence in Ukraine, affecting various regions across the country. Mobile fire groups of the Ukrainian Air Force were involved in repelling the air attacks.

In recent months, Russian attacks on critical infrastructure have increasingly targeted Ukrainian energy facilities.Overnight on June 27, Russia's Defense Ministry also claimed that its air defenses had shot down seven Ukrainian-launched drones over Moscow, Tver, and Belgorod oblasts. The Kyiv Independent could not independently verify the claim.

Ukrainians held prisoner for years in Russia return to Kyiv.

KYIV, Ukraine (AP) — Ten Ukrainians who had been held prisoner for years were released from Russian captivity Friday with the mediation of the Vatican, Ukraine President Zelenskyy said.

Part of the group arrived overnight by helicopter at Kyiv International Airport, which has been closed since Russia launched its invasion of Ukraine. It was the first time in over two years the airport received passengers. The rest of the group arrived by bus.

Some of the released civilians had been captured before Russia’s invasion. It’s a rare occasion when people detained after 2014, when Russia illegally annexed the Ukrainian peninsula of Crimea, were released.

Among the freed was Nariman Dzhelyal, deputy head of the Mejlis, a representative body of Crimean Tatars that was relocated to Kyiv after Russia seized the peninsula. He was taken from Crimea, where he lived despite the annexation, one year before the war.

Tension rises' at border with Belarus, Minsk accuses Kyiv of deploying troops. Security forces of the Belarusian Ministry of Internal Affairs at a training center in Minsk, Belarus.

Belarusian military claimed Ukraine is allegedly deploying its forces to the shared state border for potential "sabotage, terrorist acts," state-run news outlet Belta reported on June 29. The Kyiv Independent couldn't verify the claim, while Belarusian state-run news outlets have a long history of unsubstantiated claims.

"The situation on the Belarus-Ukraine border is characterized by growing tension," Colonel Vadim Lukashevich, a high-ranking Belarusian military official, told Belta. "They are attempting to drag our country into the war," he added.

Russian  / Putin's forces launched all-out invasion of Ukraine from Belarus in early 2022, suffered a defeat near Kyiv & were forced to pull back. The Belarusian Defense announced earlier in June that it was beefing up security at border with Ukraine after a series of "alleged security incidents."

As Ukrainian Security & it Defense Council's Center for Countering Disinformation said in May Russia may opt to conduct a new psychological operation aimed at "stirring up mass panic" in Ukraine. The plan was to force Kyiv to believe that Belarusian troops would join Russia's war against Ukraine, according to the center.

"We expect a series of provocative statements by the top leadership of Russia and Belarus threatening Ukraine soon," the statement said.
