You are referring to S'poreans who fell on hard times i.e. retrenchment or poor health and subsequent unemployment or underemployment. There are others who simply do not earn enough to retire. For those who prepared for retirement decades ago, and are on track financially to stop working, they have to consider whether they should or are ready to.
