So OK he got fined max of $80k. Are those victim who paid the $450 compensated in anyway?

It's like often I read about cases of people getting cheated and the guilty gets fined or jailed.. but are the victims ever compensated? Does the collected fine goes towards compensating the victims since indirectly their losses flagged out the case and the guilty get apprehended rite? The court or govt actually then earned $80k from it...
