Biden arrived here on Thursday night to join his last two global summits as president, first an Asia-Pacific Economic Cooperation (APEC) meeting in Lima, then a Group of 20 summit in Rio de Janeiro. The meetings come amid a period of deep anxiety for many democracies and a global realignment that could upend many of the aspirations Biden had coming into office.
