This type of issues depend on who is in charge and circumstances of the day.

If China is heading for 55% of world economy then it is inevitable for the leaders to think about domination.

Also they are central govt...so tendency to concentrate power and control is always there.

But in US who is the boss? One day Trump...next day Biden.
