Russia continues to rely on restoring old Soviet-era armored vehicles to replenish its battlefield losses, according to new analysis by the Institute for the Study of War (ISW) published on June 26. The assessment is based on satellite imagery reviewed by OSINT analysts tracking Russian military equipment stored at repair facilities and depots. ISW highlighted their findings to illustrate increasing strain on Russia’s defense-industrial base. Russia’s armored vehicle repair plants (BTRZ) suggest that many of the armored personnel carriers (APCs) pulled from long-term storage are no longer in a condition to be quickly deployed to the front—as was the case earlier in the full-scale invasion.
ISW estimates 81st Armored Repair Plant in Armavir, Krasnodar Krai, has been refurbishing upto 200 BTR-70, BTR-80, and BTR-82 vehicles annually since 2023, include both older models taken from storage combat-damaged APCs returned from battlefield. 144th plant in Yekaterinburg, Sverdlovsk Oblast reportedly Russia’s only facility still restoring older airborne fighting vehicles like the BMD-2 and BMP-2. It is estimated to refurbish between 100 and 150 such vehicles each year.
Soviet-era stockpiles near depletion as Russia ramps up armor repairs. June 27, 2025. Armored repair plant in Armavir is estimated to restore up to 200 BTR-70/80/82 vehicles annually. Armored repair plant in Armavir (pictured) is estimated to restore up to 200 BTR-70/80/82 vehicles annually.
Ukraine suggests output is substantial possibly growing.
Analysts estimate Kurganmashzavod plant in Kurgan Oblast produces between 100 and 120 BMD-4M vehicles annually, along with about 360 BMP-3s and 20–30 BTR-MDMs.
ISW noted throughout war, Russia has relied heavily on old stock of Soviet-era equipment to offset many battlefield losses, it reserve finite approaching a point of diminishing availability,” where input yields decreasing output or benefit.
Due2mounting losses of heavy vehicles in late 2023 - 2024, Russian increasingly resorted to using motorcycles, donkey & lightweight buses & buggies along front battle lines. March 2025, UK’s Int'l Institute for Strategic Studies (IISS) estimated Russian troops lost over 3,700 infantry fighting vehicles & armored personnel carriers in 2024 alone.
