Experts are concerned that Koreans are repeatedly committing overseas sex crimes targeting children in impoverished countries. Last May, a Korean man in his 20s was caught by local police and punished for attempting to engage in prostitution with a 15-year-old girl in Ho Chi Minh City, Vietnam. He was arrested at the scene while attempting to hand over approximately 70,000 won to the girl. Heo Min-sook, a legislative researcher at the National Assembly Research Service, stated, "This is a crime that exploits the vulnerability of children in poor countries to lure." He also pointed out that "international cooperation systems and police administrative power must be strengthened to crack down on Koreans who commit sexual exploitation crimes overseas."
According to the Ministry of Foreign Affairs' "2024 Statistics on Overseas Koreans Involved in Incidents and Accidents," a total of 3,255 Koreans committed crimes overseas last year. Of these, 2,519, or 77.4%, were perpetrators of crimes that occurred in the Asia-Pacific region, including the Philippines.
