Even if you have a vacant land, you can’t simply use it as a farm, must apply to town council for permission. There are residential zones and rural zones downunder, town council will only approve your application if it is in rural zone and has good infrastructure in place such as water supply and sewage system underground, electricity supply and fencing.

Wow, with so many conditions to comply, it is very difficult to start a farm there....so not only have the money, but must have the infrastructures in place...
