You are living in the 1960s ah?

The civil service is far more advanced than most of the private sector, for your information.

Most of the private sector companies are SMEs, still working with old methods and old software.

Don't think that if you are working for Tan Ah Kow Pte Ltd, you are very tech savvy hor.  Most of the workers still don't even know what the eff is SharePoint...and that probably includes you.

The Government sends civil servants for courses all the time to upgrade their skills...AGREED, it is paid by taxpayers. In the private sector, expenditure on Training and Development come from the boss' own pocket if it is a SME, and he is stingy and will not spend this kind of money.  He wants more profits for himself and his own chewren.

Even if the government pays, he will still say "What?  My workers go for full day courses for one month?  Who does their work?  Cannot!  Cannot!"  This is why the private sector is lagging behind in so many things....not talking about MNCa hor.

Your idea of civil servants is so outdated man.  You are thinking of the lowly paid workers in polyclinics, libraries, or some ministry ah?

Seems like your uncle had been lying to you for too long....
