The accusation was the USA is owning to these bio-labs in Ukraine & insinuated that the USA is producing bio-weapons in Ukraine for some reason.  If it is so,  the findings should be submitted to WHO for them to investigate and stop such actions.   

WHO's request to Ukraine to destroy the pathogen labs is perfectly sound & in order.  If Singapore is being attacked by another country,  quite sure WHO will give Singapore the same advice.  This is to prevent the enemy from using the bio-lab to produce weapons that can harm the local residents.  Pathogens will also leak when the bio-lab is under attack.
