Well, after watching it, I think the report's questions are not very targeted. It seems like some questions were for the US to answer and some for Poland. Hence, there's a certain awkwardness when the two sides looked at each other and each side expecting the other person to reply.

I guess both were laughing at this. It may not be appropriate to laugh but then I won't blame them too much either.
