This morning one irritating incident

Long queue buy hawker food
When sinkies food is fully packed and ready to pay. Hawker waiting for his cash, everyone waiting for him to move

He suddenly pull out his handphone and activate his paynow. 
Scan the barcode
Key in his password
Key in the amount
Both wait for it to pass through

Why can't irritating sinkies get his paynow ready, why must last minute then activate

I always get ready first as that is the right thing to do. Maybe this guy doesn't have enough data left? Unlikely but thinking that might be the case.
