It was reported in the news that the civilians evacuated told reporters that Azov soldiers stopped them leaving the steel factory during cease fire….using them as human shields? They also check if the civilians have Russian flags at home and punished them.

And yet, before Feb 24, Ukraine's AZOV were giving grandmothers and children "military training" in Mariupol.  I don't know who is the real culprit who lead to "civilians" trap in the port city.
