So I just got my new debit card want to link to my Paypal. Show decline again, which my old debit card no problem can't add back to Paypal.
So again I call up PayPal, told them I have new debit card to link but still cannot. After some security confirmation from Paypal than managed to add the new debit card.

I " suspect " bank side purposely make like this due to security so you need to verify personally via phone with PayPal.

why you don't have credit card?
