Actually there was no hack. The police dept fail to password protect the access .....it was sitting there for months like that and someone copied the whole data base out and put it on sale for bitcoins.

News say hack you say some corrupt SH policeman sell data.

Also a Shanghai police station can hold 1 b people data? 
The most is all SH residents, 25M. Xi data also inside hur?
