Corruptions in Democratic countries are all allowed and legal wan. Only communist countries are real corruptions.

I think in dictator and centralise power system. So long as person control power he cannot evsn the exposed let alone be  caught to face consequences. One example is suharto.
Once Indonesia become democratic and there is opposition monitoring the govt and free press, large scale corruption declined.
