Their ministries are the executioners.. the perm sec is the chief executioner.
I'm referring to their pre-minister days when I said they're not good executioners. Many are scholars who just need to help craft good vision, then the rest will be left to their underlings to do the real work. The problem with this is that they never really know what it takes to accomplish the real work because they're always at a high level.
They really need to start from the ground up.
