Could be....a lot of them confuse PAP, civil service and Singapore.  Their hatred for PAP extends to any civil servant, even though not all civil servants voted for PAP right.  And some think that PAP and Singapore are the same.  So they burn the Singapore flag, badmouth Singapore when overseas....thinking that this is getting at PAP wor.
