That’s because many who has been serving the westerners had very much got used to it. A sudden change would only create 1)confusions and out of the norm, 2)fear and despair, and among other things which include servility mentality (奴性) that they were used to.

It’s like many Asian people who rose to a high management or executive level in a western company, these people felt that they have come a long way that get recognised by the westerners as among one of them. Therefore would find ways to “bully” or discriminate people of their same kind. 

After all they have climbed to a level where the “westerner elites” group, thereby makes them one class above all commoners. As such these people see the need to bring China to the right placing they “feel” should be in. Just my opinion.

So today, the CCP leaders hv put Commie China in the right place & the PRCs very proud to always confront the West? If the West hit back, retaliate and scold them.
