US can use national security law to ban TSMC from manufacturing high end chip.
Their purpose is to support and nurture own household brand like Intel.
52B fund, mostly will be given to their own chip company like intel.

5nm plants in Us is said capable to build 3nm, just need to take some more skills.
Anyway a chunk of tSMC crew that went support setup of new plants may not return.  

Another evidence is the plans for New plants in Tw in next couple years already shelved.
It is also need to preserve cash flow and profits to richest investor.
