The Americans launched and provided GPS services for 30yrs already
This type of thing is old technology and not a big deal,

It is just costly to set up because of the numerous satellites needed

Besides Bedou and GPS there is also European Galileo.

Main thing is so countries are using as political leverage and if you depend on them ...because of some dispute they can turn off the service and mess up your economy.
