It seems most people interchangeably use surprised and shocked but there's a difference in the emotional aspect. Surprised means delightfully taken by the piece of information. Shocked means disturbed or unhappy with the news.

So unless PM Lee uses it interchangeably, I don't see why he is delighted... Or he is indirectly saying that he wished he could have left politics long ago... Lol
