They not confident tanks alone can win it.
Perhaps drawing lesson Ger panzer tanks were the best and USSR can overcome it.

When a new weapon comes in, the Russian quickly learn and overcame it ..the new threat is then neutralized

example Jarvlin missles, now you dont see it much effective in this on going operation ....similarly the M777 Howitzer, the russian uses Lancet Loitering munition to neutralised it 

So when these new battle tanks comes in .. the field quickly learn and figure a way to over come it and neutralized the threat
