Think of it this way.
Countries which can afford to boycott Russian oil and gas do so on behalf of those who can't.
And those countries who can't boycott Russian oil and gas don't provide for most of Russia's O/G revenues in the first place. So overall, the current Western strategy to choke Russia of energy profits to fuel its war machine is still working.
