All forum admins love active members, not those who register but never even post once. But they also need to see what kind of members those are...if they are communists hiding behind the perceived anonymity of the internet, then they are dangerous people.
As for edmw, that complainant had an axe against just one other member whom he alleged was harassing him. He thinks that Vijay was taking sides, or not doing enough by letting that member be free to post any and everywhere.
However, I think a more serious issue is not about private disputes between two members, but that edmw is being used a conduit for posting opposition politics, almost like a GE rally. Oppies posted all sorts of things, often not true, or simply wrote hate-comments, to the point when the forum had taken on the character of an Opposition Alliance Party. Once or twice, WP supporters got triggered by the comments which strongly supported LMW of PSP. Still, they tried not to show it too obviosuly and let it pass because for now the ALLIANCE must stay united to destroy the common "enemy", PAP. This is what the government must take note of......and wonder if edmw should be shut down, or else pass the whole forum to the oppies...let them take over it....and tell them to register a political party with it..
This is why some forums do it right by requiring members to have actual proven constant activity and engagement in order to retain access/their accounts.
A good example is r/Singapore on Reddit. Yes, the mod team there are even more biased crazy assholes who power-trip a lot, BUT the one thing they got right was to restrict participation in r/Singapore from new accounts under a certain age AND under certain karma/post counts. Same thing can be done with any social media forum, even this one. You can make a rule whereby accounts can only be retained every month if the member posts a minimum of x number of comments/threads, AND it cannot be low-value/PCW comments. This requires on the ball moderation and the mods have to be as active, if not MORE so than the user community they moderate so as to keep on top of things and run everything smoothly and fairly.
But show me who is willing to take such efforts and have such commitments to an online community or forum? Especially if it's free for the users and free/minimum wage labour for the mods?
This is why online forums often have a shelf life of civility before they degenerate into toxicity and groupthink/group conflict. Even more proof that online social media engagement is largely not worth the effort and ultimately a pointless thing when compared to real life actions and interactions with real life people and institutions.
Just to be sarcastic about the EDMW community: you say they're heavily Opposition-leaning, but come every GE, everyone knows how most of them will vote, and it sure as hell isn't what they loudly support or advocate for online, because if online = reality, WP and PSP would be the two biggest parties in SG now and PAP would have been wiped out in an electoral landslide in 2020.
