The problem is not due to shortage of coals. because coal prices go up, which will cause electricity cost go up since they use coal to generate electricity. China central government disallows provinces to increase electricity rates, as a result provinces simply cut electricity power supply intentionaly.

Part of the reason in control the electricity is also because they need to control the carbon emissions and pollution in preparation for winter Olympic game that will be held in China.
